Is it possible...?

Not that I am the meanest parent on earth, but...

I am trying to limit my two kid's online time. They both have laptops with built in wireless. Problem for me is when I turn off my wireless, there are still three unsecured neighborhood wireless networks available.

Is there a way to establish my network as the only network they can access and block these other signals from being "seen" or accessed?

As you can tell by my handle, I am not too familiar with networking and firewalls and such, so please be kind if the answer is an obvious one...

Some routers have a section where you can set up times for when users are allowed to access the internet. Now I did say some routers because I don't know for sure if your router has it or not.
