Questions about setting up a radius hotspot network and account management.

I've been browsing the forum for a while and I have decided today to subscribe because I have questions regarding a new task I have at work and I need your help guys!

Here my situation…At work we have around 500+ stores and each store will have his own hotspot wireless network setup in a Motorola AP-6532 in their LAN. I would like to have a way to gives access to the store’s manager to generate ( using a web based application or a simple centralized application ) account on the spot to give access to a visitor in his store. The account will have pre-defined settings ( no cost, free access, good for 24hours, etc.. ).
I would like to have radius used for the authentification between the access point and the account management server.

All the access management in the LAN will be configured in the store's router. It's the simple account management using radius that I'm lost...

Do you guys know a software that could do that?
