Default Redirecting first time WIFI users to our personal homepage (either self-hosted / url)

how can i force redirect first time users of my wifi to a certain personal webpage either hosted locally or hosted remotely ?.. something like coffee bean / starbuck wen u use their wifi first time it shows the login form / their webpage ..

how can i do tat..?

that certainly widen my horizon.. thx. One more thing can we do this kinda portal ourself ..basically how does this work.. coz i can do websites myself.. except i jus dunno how the enforcement works

How the enforcement works will depend on whether you wish to have your own Radius server and webserver to host the redirect url(they can be on the same machine) or whether you wish to use something like Welcome to the WorldSpot hotspot management system .
You will find that the basic portal is built into some wireless routers with the use of 3rd party firmware such as DD-WRT Main Page - DD-WRT Wiki
