Default Reduce wireless output

Hey,
I have my computer wired through a D-link DIR-300. There is a laptop in the house which when used uses up most of the internet speed.
I was wondering if i could reduce the internet usage that the laptop receives, is that possible ??

this is called "bandwidth limiting". find it by looking for QoS - Quality of Service - in the routers manual
