Default Setting Complicated wifi over distance

Overview:
I live inside a city, we have mostly 3-4 story buildings in where i live.
I have an apartment which i my sisters lives and its about 3-4 kilometers from my house.
now, there is a man which do bad things, he ruins cars do damage and all.
i want to setup invisible camera in the top of the building which views where the cars are parcking and to catch him doing it.
the problem that i cant allways go to the aprtment and every week to check and coy all the movies, so i tought if it might be possible to eastblish link from the camera there to my house with wifi, then i will be able to watch it from house and have all on my pc.
I live on roof, 3d floor, so i got the roof, and my sisters live on roof where she lives too,
the problem is the distance and between us there are houses same height aswell,
I must say i have no moey problem, so now I would like to know if such a thing is possible.
I tought to have dish Antena in my sisters house pointing to my house and having one like this in my house File:WIFI Amp Setup.JPG - Wikipedia, the free encyclopedia

okay, the primary piece of hardware is an IP camera.
Here is an article to teach you about them

Now, you will not have to set up a wireless network to 'beam' the signal to your network, you just have to send it to hers. The software package of whichever IP camera you choose will allow you to access the camera via Internet.

The only other hardware work you might need is to find a way to supply the IP camera with power. If there is power to the roof, then all you will need extra is a weather rated dropcord.

If the camera is just a temporary thing, then you could acquire a high capacity USP ( uninterruptable power supply). Since these are basically just a battery and power inverter, this will work. There will be a little math involved to figgure out how high a capacity you need depending on the powerdraw of the camera and how long you want it to be powered.

You my not even need a wireless camera, there are Ethernet and USB cameras that can do the job just as well, so long as you can get the cable to where you wish to mount the camera. Investigate Cameras with Power Over Ethernet (PoE) and the USB cameras...
These both have the advantage of being much less expensive, proof from radio interference, have software you can monitor via internet and, here is the kicker, dont require rooftop power.

The Camera is going to record 24/7
every week i will want to get all the week data to pass over it.
now its about alot of gigabytes of data, the internet upload connection there is about 10kb/sec
also i dont want to user her upload speed.

So she is on a dialup connection? Cool.. okay this changes things a little bit...

What you will need is an ethernet IP camera, a power over ethernet injector, a pair of highpower Access Point with removable antenna like this one : ♠ RadioLabs || Wireless Access Point,
a matched pair of directional antennas like these: WiFi Antenna | High Gain Weatherproof Yagi and the proper pigtails ( cable adapters) to mate the the AP's to the antennas.

Dish antennas are very very visible, the yagi's are more low profile. You also want to match equipment on both sides of the connection to get the best performance. You will also need computers on both sides with wireless survey software to aim the antennas for mazimum signal and range.

You will also have to establish line of site between the antennas... This may or may not require a tower or mast...

Dropcords, ethernet cable , pipe for the antenna mounts and assorted hardware as needed

Thanks alot, now 2 question.
1. I have no problem to put the dish where not to be seen, the question is will dish give me better perforemce ? because Its easier for me to buy those in my country since i cant find the antenas you specified in my country, i want what gives best performce only.

2. what do i need "a power over ethernet injector" for my understand it improves he ethernet signal to gain llonger distance of the cable, the host side where will be a cmera, there will be probebly only the:
1. anthena
2. acesss point
3. good perforemce ethernet camera

everything will be less then 1 meter in distance

i will use one time laoptop to aim everything

so do i still need that power over eternet ?

well, Many of the IP cameras do not have a seperate power plug.. the power over ethernet is what supplies them with electricity . IT doesn't improve signal along the cable.

It allows ethernet device to be placed away from source of electricity.

What kind of antenna you use is up to availability, what you can get your hands on.. If all you can find is a dish, then you use a dish..

One person can aim the dishes one at a time, but with two people, one at each dish, it is faster.
