Default Tasked with proposing wireless internet solution to HOA

I have an opportunity to present a wireless internet solution that is funded upfront from the master HOA. The condo/vacation community has strong potential for a WISP.

The condo community consists of 20 buildings (100 condo units) centered around a clubhouse within about a 1 mile radius. The climate is harsh winter with substantial snow fall and wind. The community is primarily used for ski resort visitors. The landscape is flat with some trees, but line of sight is possible to the clubhouse. There is also potential for a line of sight signal over a populated valley covering a few towns within 5 miles. There are other cable and DSL options available but average to about $70 per month. My first objective is providing low cost internet to all 100 homeowners and providing hotspot on-demand services to vacationers.

I'm a computer infrastructure engineer but wireless and radio are not my area of expertise. I am looking for a simple, reliable solution that would preferably be redundant and low maintenance. I'm only looking for a modest supplemental income stream and not seeking huge profits.

I have some quote requests in for a 5Meg backhaul which is estimated to be about $1500 per month. My initial research is slowly moving me towards the Motorola Canopy solution. It looks relatively easy to install, low maintenance, and affordable. I am concerned about what I've researched regarding interference related to the 900 MHz spectrum. I would like to install a reliable access point hotspot in the basement or attic of each MDU (each dwelling contain about 5 units). I would like to get away with one hotspot per building, but I could be crazy. The population is very seasonal, with probably a height of 30 concurrent users during the four busy winter months.

If anyone has any input on this situation, I am all ears. I feel somewhat over my head, but part of me thinks it has potential and possibilities. I'll be presenting to the master HOA board in early April about a solution. In addition, they are capable of increasing the homeowner dues (I'm initially thinking $20-$30 per month) to include broadband services. I am thinking the vacationers would pay per use and that's where my profit and operational costs would be obtained from. Thanks in advance.

Cambian (formerly Motorola) Canopy and affordable are mutually exclusive.

I'd consider 5.8 GHz gear for backhauls and 2.4 GHz APs (one in each condor perhaps) for local laptop/smartphone access.
