Default Wifi api for java

Hello there!
is there any way of establish a wifi connetcion via java, BUT in such way which I will be able to find out a low level information about the wireless device such as the volume of the radio transmition?

If it is imposible in java, in which can i get this proporties?
is ther c++ api for tasks like this one?

I will appreciate any kind of answer.
