I disagree. Within the scope of your proclamation - Everyone is not within the range of a an existing single pair copper line, not everyone would be willing to pay $600 to $1,000 per month for a T1 line that can be dropped on just about any single pair of copper, not everyone need the 4 Mbps newest definition of "broadband" where 1.5 Mbps is adequate, not everyone needs the reliability associated with T1, not everyone needs over 1.5 Mbps.
We found that 80% of users found no significant advantage when visiting 80% of web sites when speed was increased over 1.2 Mbps, and 80% of people don't have multiple video-streaming ready devices or more than one computer in their home.
